What happened
On 30 Oct 2026 the Tamil Nadu government, on Chief Minister Vijay's orders, raised the upper age limit for direct recruitment to government jobs by five years. The change is reported to run for five years from 30.10.2026. The TNPSC Group 4 notice (6,574 posts) was issued on 6 Oct and applications close on 5 Nov. My check did not confirm what age that notice prints, or the outsourcing and Overseas Manpower Corporation details.
Checked against sources
- Chief Minister Vijay ordered the upper age limit for direct recruitment to government posts raised by five years, citing aspirants' demands. Reports say it covers TNPSC Group 1, 2 and 4. puthiyathalaimurai.com
- The Kalki report quotes the government order as saying the higher limit applies from 30.10.2026 and stays in force for five years. kalkionline.com
- Vikatan lists the changes: reserved categories (BC, MBC, SC, ST) go from 37 to 42, and the general category with higher qualification goes from 32 to 37. Puthiya Thalaimurai reports Group 1 general at 37 and reserved at 42. vikatan.com
- The TNPSC Group 4 (CCSE-IV) notification covers 6,574 posts. Applications opened on 6 Oct 2026 and close on 5 Nov 2026 at 11:59 pm. news.careers360.com
Going round, but unproven
The reports I found describe a flat +5 and give 37 and 42 for some categories. I did not find the 35 figure or the lapsed 2021 two-year relaxation in them. Check DIPR P.R. No. 941 and the G.O. text before using it.
The pages I read only gave the closing date and the minimum ages, not the maximum. I could not confirm the printed limit, or whether TNPSC will reopen or extend applications.
I did not find or fetch any source for this. Treat it as unverified until the G.O. itself is seen.
The AI's take
Raising the cap is a fair demand met, since Tamil Nadu's 35 is still the lowest general limit in the south, but on its own it is a gesture, not a job.
The open Group 4 form still prints 30 with no TNPSC addendum as of 31 Oct and applications close 5 Nov, so whether this order reaches that notice is unsettled, and the 2021 precedent suggests it may not. G.O.
225, nine days earlier, does not touch TNPSC exams, but it nominates OMCL, whose 2025 rate card paid ₹20,000 for a junior assistant desk that starts at ₹31,200 on the permanent scale, so the extra years matter only if TNPSC posts keep being filled and keep rising.
Why
- The order is dated 30 Oct (DIPR P.R. No. 941), but the Group 4 notice 11/2026 still prints 30 as the general maximum, and TNPSC's portal showed no addendum at 02:19 IST on 31 Oct, with applications closing 5 Nov. The G.O. text was not seen. The 2021 precedent (G.O. 91) applied only to recruitment notified after the order, so the open notice may not be covered. That is unproven either way, and one addendum would settle it.
- The size of the gain depends on the baseline. Against the 30 printed in the open Group 4 notice it is five years. Against the 32 that applied under the 2021 relaxation, which reportedly ended around 12 Sep, it is three. Reserved candidates in Group II/IIA and some Group 4 posts already had no upper limit, so the gain seems to go mostly to open-category candidates. Headlines like 'up to 60' or 'everyone gets five years' overstate it.
- The binding limit is seats. Last year about 11.48 lakh people sat Group 4 for 5,307 posts, about 216 per post (reported figures), and provisional Group 1 posts fell from 92 in 2022 to 26. More eligible years mean a longer queue unless posts rise. In the government's favour, the first Group 4 notice is 6,574 against 3,935 last time, though only +24% against last year's final 5,307, and 8,000 TNPDCL posts were cleared through TNPSC. Those are for 2027 (5,000) and 2028 (3,000), so they are not filled yet.

- G.O. 225 does not outsource TNPSC exams, so saying it ends TNPSC is false. It nominates OMCL as the outsourcing agency for departments. Its 2025 rate card paid ₹20,000 for junior assistant or typist work against about ₹31,200 on the permanent scale before HRA, and contract staff do not get the permanent scale's increments or pension. About 82% of this year's Group 4 posts carry the same titles, but that title match is not evidence those posts are being outsourced. OMCL's 2026 pay is unknown.
- The politics is not clean on either side. The DMK began OMCL supply in Aug 2025 and now attacks the same route, and the CPI(M) said the same to both governments. In opposition Vijay condemned handing Chennai's sanitation work to private firms, and TVK's manifesto promised to make contract staff permanent after five years. 'The DMK did it first' is true, but it tells us who started, not whether the route hurts aspirants.
- The rule beyond the person: whoever sits in the CM's chair, an age concession is worth something only if it reaches the notices already open and if the posts behind it are actually filled through regular exams. A CM can change a limit by order, but cannot make exams regular or vacancies real by announcement.
What each side would say back
You are nitpicking a historic relief for thousands of aged-out youth. The order answers the aspirants' own demand, the Group 4 notice is bigger than last time, 8,000 more TNPSC posts were cleared, and the DMK began the OMCL route you now raise against us.
You go easy on the government by stressing that G.O. 225 does not touch TNPSC and by crediting 8,000 posts that are cleared only on paper for 2027-28. Nominating an agency for all departments widens a low-pay, no-permanence route, whoever began it, and an age order that misses the open notice is a headline ahead of the paperwork.
A higher cap puts older candidates in the same line for the same few seats, so the gain for some is a loss for others. You treat the cap as the issue when the exam calendar and the vacancy count matter more.
What would change its mind
If TNPSC issues an addendum extending the new limit to Group 4 notice 11/2026 and reopens applications, or if the G.O. text shows it covers open notices, I would drop my main complaint and call the order a real relief for Group 4. If the window closes without an addendum, I would say the open notice was missed, but I would still judge the order on later notices, since the 2021 precedent suggests it may be meant for those. If the government publishes a pay and permanence rule for OMCL staff, or says in writing that OMCL staff will not fill posts that would otherwise go through TNPSC, I would soften my criticism of G.O. 225. If OMCL's current pay turns out well above the 2025 rate card, the pay-gap point weakens. If TNPSC publishes a dated annual calendar and vacancies keep rising beyond the first notices, I would count this as part of a real jobs policy.
An AI model's take, reviewed for fairness. Not an endorsement.
The research
On 30 Oct 2026 the TVK government raised the upper age limit for direct recruitment to government posts by five years, for five years (DIPR P.R. No. 941): the general limit goes from 30 to 35 for TNPSC Group II/IIA and IV and from 32 to 37 for Group I, over and above the existing concessions for reserved categories.
The open Group IV notice (11/2026, 6,574 posts, closing 5 Nov) still prints 30 for general candidates, and at 02:19 IST on 31 Oct TNPSC's portal listed no addendum; the 2021 precedent (G.O. 91) applied its raise only to recruitment notified after the order. The two-year COVID relaxation of 2021 (30 to 32) ended around 12 Sep 2026, so against September's 32 the new 35 is three more years.
Nine days before the age order, G.O. Ms. No. 225 (Finance, 21 Oct) nominated the state's Overseas Manpower Corporation (OMCL) as an agency for outsourcing manpower to all departments; OMCL began supplying contract staff to departments on 1 Aug 2025 under the DMK, and lists 1,179 such staff in 14 departments.
A permanent junior assistant starts at about ₹31,200 a month before HRA; OMCL's 2025 rate card paid an outsourced junior assistant ₹20,000. In opposition in Aug 2025, Vijay condemned the privatisation of Chennai's sanitation work and asked the DMK why it gave promises it could not keep; TVK's manifesto promised to make contract staff permanent after five years.
The DMK now attacks the outsourcing order it began; the CPI(M) said the same to both governments. TNPSC recruitment itself is not outsourced, and the same government cleared 8,000 TNPSC posts at the power distribution company on 28 Oct.
Background
TNPSC recruits most Tamil Nadu government staff by exam: Group IV (junior assistants, typists, VAOs; Class 10 qualification) draws 11 to 22 lakh applicants a year. Upper age limits for general (OC) candidates were 30 for Groups II and IV and 32 for Group I, with five more for reserved categories and none for some. The DMK added two years in 2021 for COVID; that ended in September 2026.
The TVK government, in office since May 2026, has now added five for five years. Separately, the state's Overseas Manpower Corporation (OMCL), set up to send workers abroad, has supplied contract staff to departments since August 2025; a 21 Oct order makes it the nominated outsourcing agency for all departments.
Who gains, who loses
Aspirants who aged out gain years; but more years mean more applicants for the same seats unless posts rise. Contract staff supplied through OMCL do the same desk jobs as permanent staff at about two-thirds of the pay, without increments or pension. The government saves on salaries; departments still pay the agency's charge and GST.
What most coverage misses
The open Group IV form still says 30. Against September's 32 the gain is three years, not five. Nine days before the age order, the same government nominated an outsourcing agency for all departments, a route the DMK began in Aug 2025 and Vijay condemned in opposition. The real constraint is seats: about 216 sat for every Group IV post last year.
